Why

The classic recipe and the mainstream commercial product are both wheat-based.

This is one of the foods that defines the diet rather than complicates it. The useful work is finding a substitute you actually like, not looking for a safe version of the original.

What to check on the label

Gluten-free modelling dough is widely available for schools and nurseries.

Across the EU and in the UK, the fourteen major allergens — including cereals containing gluten — must be emphasised in the ingredient list, usually in bold. A separate rule governs the words "gluten free", which may only appear when the product tests at or below 20 mg of gluten per kilogram. "Very low gluten" is a distinct legal category permitting up to 100 mg/kg and is not the same claim.

The exception people miss

Skin contact alone is not a problem — ingestion is.

How much risk is this really

This contains gluten by definition. There is no version of the standard product that is safe, and the question is only whether a substitute exists.

For context on what these thresholds mean physiologically: a systematic review of the tolerable amount of gluten for people with coeliac disease concluded that daily intake below roughly 10 mg is unlikely to cause histological damage in most people [4]. The 20 ppm labelling limit is built around that figure on the assumption of normal portion sizes. Meta-analysis of gluten contamination in labelled gluten-free products, naturally gluten-free foods and food-service meals found contamination is not rare [1][2] — which is precisely why the supply chain matters as much as the ingredient.

Is play dough safe for coeliac disease specifically?
Traditional play dough is made from wheat flour and matters for young children who put hands in mouths. Coeliac disease requires strict lifelong avoidance, so where this page says "usually" or "depends", treat that as an instruction to verify the specific product rather than as reassurance.
Does a "may contain gluten" warning mean I should avoid it?
Precautionary allergen labelling is voluntary and unregulated in most of Europe, so its absence proves nothing and its presence does not quantify risk. Manufacturers with good segregation sometimes add it defensively; others with poor segregation omit it. Certified gluten-free labelling is the more informative signal.
Can I trust a restaurant that says it is gluten free?
Food-service contamination has been measured directly and is common [2]. The questions that actually discriminate are about dedicated fryers, separate preparation surfaces and whether pasta water is shared — not whether the menu has a symbol.
